Technically no. There are no provisions for opting out of the state exams, but there are provisions to refuse the exam which is why you may be hearing that term being used more frequently.
It is important to realize that refusing the exam applies only to the 3-8 ELA and Math exams and not to the Regents exams, which are graduation requirements.
Some parents also choose to refuse the field tests given later in the spring which use our children as uncompensated test subjects for Pearson.
