Depending upon whether your child is a 3rd grader, 8th grader, or somewhere in between may alter how much detail you choose to share. Essentially, you want to explain that you don't believe these tests, unlike the regular tests given to them by their teacher throughout the year, are a fair measure of their learning.
Reassure your child that you trust and respect their teacher. It is their teacher's job to give the state exams, but it is your decision to refuse them. Tell your child it is your goal by refusing these exams that the politicians and policy makers who implemented them will reconsider their actions and make decisions that improve their education.
